ESSENTIAL JOB FUNCTIONS: 
Drive a motor vehicle to multiple locations to maintain and service a trap route on properties or to collect water samples, read and follow maps/directions, clearly write directions & addresses, draw visual landmarks and structures, enter and exit a motor vehicle repeatedly, work for considerable lengths of time in heat/sun or cold, visualize slight differences in small insects; keep accurate records; interact with the public sector and home owners; handle pesticides and solvents; work in chemistry based laboratory environment; collect water samples and perform simple water testing; washing of laboratory glassware and equipment, preparing log sheets of laboratory samples received, and performing simple test of pH, residual chlorine, turbidity, nitrite, temperature and conductivity of water samples using standard operating procedures and methods. Collects appropriate fees from clients (e.g., regulated industries and the public) for services and/or materials provided. Leads investigations related to prosecution for criminal violations and civil actions. Provides expert testimony in judicial and quasi-judicial proceedings. Present information at specialized seminars. Write letters, technical reports, memoranda, and other documents. POSITION DESCRIPTION:
Directs the administrative and enforcement activities of a major division or program of the Agricultural Commissioner/Weights and Measures Department. Positions allocable to this class report to a Deputy Director, Agricultural Commissioner/Weights and Measures and are distinguished by their management and administrative responsibilities for major divisions such as pest exclusion, produce quality, pest detection, weed abatement, pesticide regulation, device accuracy, business practice investigations, and pest management. All positions allocable to this class must have the ability to plan, control, direct and evaluate the work of field inspectors and support personnel. Incumbents must have refined written and verbal communication skills, and the ability to interact effectively with managers in other County departments and the industry.

ESSENTIAL JOB FUNCTIONS:

A Bachelor’s degree from an accredited college with a minimum of 15 semester or equivalent quarter units in Chemistry, Physics, Mathematics or Engineering - AND - Three years paid experience in a Metrology Laboratory performing ultra precision (S and S-1) calibration of mass, volume, and length measurement standards.

LICENSE:
Possession of a valid State of California Weights and Measures Certificate in both Weight Verification and Measurement Verification - OR - Certificates of successful completion of the Basic and Intermediate Mass, Length, and Volume Seminar including the completion of the Intermediate Laboratory Auditing Program (LAP) from the National Institute of Standards and Technology (NIST) may be substituted for the required State of California Weights and Measures Certificates. A valid California Class “C” Driver License to perform the essential job functions is required. A Class “A” or Class “B” Driver License may be required to perform the essential job functions. Appointees may be required to provide automobiles and drive them in the County service at the rate of compensation allowed by the Board of Supervisors.

POSITION DESCRIPTION:
The incumbent is responsible for the administration and operation of the Metrology Laboratory, including the supervision and training of subordinate personnel and performs inspections, maintenance, and calibration of all measurement standards used by the Agricultural Commissioner/Weights and Measures Department and those submitted to the laboratory for calibration by private industry and other governmental agencies; responsible for maintaining the integrity of the department’s physical measurement standards by providing the basis for a consistent system of certifying physical measurement standard with direct ties points to standards and procedures set forth by the National Institute of Standards and Technology.

ESSENTIAL JOB FUNCTIONS: 
Establishes procedures for the technical operation of the Metrology Laboratory using the National Institute of Standards and Technology (NIST) procedures and guidelines; perform inspections, maintenance, and calibration in a laboratory environment and at on-site locations; plans, assigns, and directs the work of subordinates to ensure correctness and compliance with established procedures; examines and analyzes traceability programs and procedures; supervises the maintenance of traceability records for the certification of all measurement standards for the department, other governmental agencies, public sector, and industrial firms; perform all types of metrology tests and engineering calibrations in the determination and analysis of traceability; provides extensive technical direction and training to subordinates; requires good visual acuity with correction to 20/20; ability to lift routinely and carry objects weighting in excess of 50 pounds with or without reasonable accommodations; ability to travel to participate in the activities of the National Conference on Weights and Measures metrology workshops or other scientific and professional organizations as deemed necessary; may serve as an expert witness.
